Three Comment Calls of Interest to CUNA OpSS Council Members

#1) NCUA has issued a proposed rule to amend Incidental Powers, Part 721.  The proposal would add illustrations of permissible activities under the categories of correspondent services, operational programs, and finder activities.  NCUA's objective behind the proposal is to increase clarity within these categories.

#2) The CDFI Fund of the Department of the Treasury has issued a comment request regarding the burden estimate for completing the CDFI Certification Application.  The burden estimate is 37.5 hours annually per applicant.  This is just an information collection, no changes are proposed at this time.

#3) NCUA is seeking comments on proposed changes to its Chartering and Field of Membership Manual regarding the requirements multiple group FCUs must meet in order to obtain approval to serve an "underserved area."  While the requirements discussed in the proopsal are not new, the proposed rule would clarify how credit unions are able to meet these requirements.  The proposal has not yet been published in the Federal Register, once published it will have a 60-day comment period.
